| 内容記述 | This paper examines postwar Japan’s population policies, focusing on the advisory council on population problems, which provided the government with specialized knowledge of population issues. In times of population growth, the council made active recommendations and urged the government to promote population policies to curb population growth. However, the wartime population policies, which have been a collective trauma for the Japanese people, significantly restricted the government’s ability to act. When the possibility of population decline emerged, the government expressed solid concerns and consulted the council. Nevertheless, its reaction was insufficient for the government to prompt decisive action. The council strived to solve the population problem by presenting various concepts such as family planning, social development, and family policy. However, the council lacked a sense of crisis because the rapid decline in the birthrate since the mid-1970s was incompatible with demographic theories. Also, the council overlooked the domestic implications of a declining birthrate as it addressed population issues from an international perspective, which regarded population pressure as a serious issue. For these reasons, the council failed to take the lead in preparing policy measures for a low birthrate when the 1.57 shock made government-led population policies socially and politically acceptable. | |||||||||||
